As we all know, the events of 9-11 have had a profound effect on the United States.  One of the responses to 9-11 by the United States Department of Homeland Security  is to enforce certain regulations that in the past were not enforced.  One such regulation involves the tracking of the location of every exchange student who is the United States.   The United States Immigration and Customs Enforcement Agency  (ICE) is responsible for maintaining this information.  This is done through  the Student & Exchange Visitor Information System (SEVIS).

Each time an exchange student moves to a new host family,  the Exchange Program Responsible Officer must by notified. . (A Responsible Officer is a person who has been authorized by the Department of Homeland Security to issue the DS2019 form.)  The Responsible Officer notifies SEVIS that the student has moved.

Rotary District 5190 requires that all exchange students notify both their Committee contact, and the RYE Executive Secretary within  48 hours of moving to a new host family.  The Executive Secretary will notify the Responsible officer.

Under Federal Law, failure to notify the Responsible Officer can result in severe penalties, up to and including jail or deportation.
